The Social Housing Finance Corporation (SHFC), together with the Department of Human Settlements and Urban Development (DHSUD), brought “new hope” to 58 families in Barangay Parada, Valenzuela City through the turnover of more than PhP9 million in housing assistance on May 13.
DHSUD Secretary Jose Ramon Aliling, alongside SHFC President and CEO Federico Laxa and Mayor Wes Gatchalian, led the ceremonial awarding of checks to the Bagong Pag-asa Neighborhood Association of Parada, Inc. The financial assistance covers land acquisition payments to the landowner, as well as grants for the processing of documentary stamp taxes on mortgage and sale, and transfer taxes.
Implemented under SHFC’s Enhanced Community Mortgage Program (ECMP), the initiative underscores the continuing commitment of DHSUD and SHFC to provide not only housing opportunities but also long-term stability and security for Filipino families through President Ferdinand R. Marcos, Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
In his message, SHFC President and CEO Federico Laxa emphasized the government’s commitment to helping organized communities secure land tenure and achieve decent housing.
“Sa pamamagitan ng ating Enhanced Community Mortgage Program o ECMP—isa sa mga inisyatibo ng SHFC sa ilalim ng Expanded Pambansang Pabahay para sa Pilipino (4PH) Program—unti-unti nating tinutupad ang pangarap ng ating mga kababayan na magkaroon ng sariling lupa at tahanan,” Laxa said.
His remarks complemented the recent statement by Aliling, who underscored the Marcos administration’s intensified rollout of the Expanded 4PH, aimed at ensuring that more families gain access to affordable and dignified housing.
Mayor Gatchalian thanked the national government for its commitment to bringing new hope to his constituents. “Maraming-maraming salamat po, Secretary (Aliling)., Pres. Laxa. Ang handog po ninyo dito sa Bagong Pag-asa ay tunay na magdadala ng tunay na pag-asa at tunay na buhay sa mga naninirahan dito sa Parada,” he said.
Meanwhile, Bagong Pag-asa Neighborhood Association President Elmer Rivera expressed gratitude to DHSUD and SHFC for helping residents move closer to achieving secure homeownership after three decades of living with uncertainty.
“Nais ko pong ipaabot ang aking taos-pusong pasasalamat sa lahat ng taong naging daan upang matupad ang aming matagal nang minimithing pangarap na magkaroon ng sariling lupa at bahay,” Rivera said.
SHFC has approved 45 projects since the program’s launch in July 2025, benefiting more than 7,700 families nationwide. Of these, 18 communities have already been granted checks for land acquisition, advancing their path toward legal and secure homeownership.
