Amid the heavy rains that have brought challenges to communities across the country, there is also good news for families in Baguio City and Nueva Vizcaya as they finally received the land titles to their homes through the Social Housing Finance Corporation (SHFC) and the Department of Human Settlements and Urban Development (DHSUD).
Through its North Luzon Group, SHFC facilitated the awarding of 27 Transfer Certificates of Title to Samahang Nagkakaisa ng Brgy. Roxas HOA in Solano, Nueva Vizcaya on August 12,
and 43 titles to Blooming Hills HOA Phase II in Baguio City on August 5.
The two associations are beneficiaries of the Community Mortgage Program (CMP), one of SHFC’s housing initiatives under President Ferdinand Marcos, Jr’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, implemented by the DHSUD through the leadership of
Secretary Jose Ramon Aliling.
Marking its 38th anniversary this year, the CMP aims to assist legally organized associations of low-income groups to acquire and develop a tract of land under the concept of community
ownership.
Aliling said the on-site awarding of land titles is in line with President Marcos, Jr.’s directive to bring government services closer to the people, ensuring that beneficiaries can access essential government assistance without having to travel far from their communities.
SHFC President and CEO Federico Laxa, meanwhile, emphasized that the ceremony served as a source of hope for beneficiaries in Northern Luzon amid the difficult weather conditions. “Sa kabila ng malalakas na ulan, may magandang balita pa rin para sa ating mga benepisyaryo,” he
said. “Ang mga titulong matagal nilang hinihintay ay nasa kanilang mga kamay na ngayon.”
SHFC North Luzon Group Vice President Jones Tomas and DHSUD-Cordillera Administrative Region Director Antonette Anaban led the awarding of titles, highlighting the agencies’
strengthened coordination in bringing secure land tenure directly to communities.
For the beneficiary families, the timing could not be more meaningful. Despite the heavy rains, their new land titles bring a welcome ray of hope and a stronger foundation for their families’ future.
Comprising 301 families, Samahang Nagkakaisa ng Brgy. Roxas received its lot acquisition loan from SHFC in 1998. Meanwhile, Blooming Hills HOA Phase II, composed of 216 members, was
approved for a lot acquisition loan by the agency in 2008.
The two communities are among more than 300,000 families that have benefited from the CMP since its establishment in 1988. This month, SHFC celebrates the program’s 38th anniversary with the theme, “Bahay, Buhay, Magandang Kinabukasan.”
More title-awarding ceremonies are also scheduled in the coming weeks as SHFC and DHSUD intensify efforts to deliver secure land tenure to more communities under the Expanded 4PH Program.
