Fulfilling President Ferdinand R. Marcos Jr.’s pledge for decent housing, the Department of Human Settlements and Urban Development (DHSUD) has conducted a nationwide series of awarding of certificates of entitlement (COE).
President Marcos has ordered the DHSUD, led by Secretary Jose Ramon Aliling, to fast-track implementing housing projects at the grassroots level under the Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program, a flagship program of his administration.
“Walang pagsidlan ng kagalakan ang ilang mga benepisyaryo ng expanded 4PH Program ni Pangulong Ferdinand R. Marcos Jr. at iba’t ibang presidential proclamations,” Presidential Communications Office (PCO) Undersecretary and Palace Press Officer Claire Castro said during a press briefing in Malacañang on Monday.
“Ang mga hakbang na ito ng DHSUD ay tugon ng ahensya sa direktiba ng Pangulo para sa paghahatid ng mas ligtas at disenteng pabahay para sa taumbayan sa ilalim ng mas matatag na Bagong Pilipinas,” Castro emphasized.
Among the latest beneficiaries of the Expanded 4PH Program is Joven Apollo Turga, one of the 213 families in Iloilo City who received a certificate of entitlement (COE) under Presidential Proclamation No. 1538. He became emotional when their group received their legal land tenure after waiting for nearly 30 years, Castro said.
Another beneficiary is Alice Rose Segumalian, leader of the Mirasol Ville Homeowners Association, Inc., who tearfully received her certificate of land allocation (CELA), along with 367 other families in Iloilo after years of waiting.
Castro said DHSUD recently distributed COEs to a number of families who waited for decades to officially receive security of tenure on the land where they have lived for a long time.
The beneficiary families were from Narra, Palawan; Los Baños, Laguna; and Iloilo City; among other areas.
Meanwhile, the first-ever horizontal housing units or house and lot packages under President Marcos’ Expanded 4PH Program were also turned over recently to beneficiaries in Occidental Mindoro, said Castro.
Castro said the government continues to distribute COEs to beneficiaries under the Enhanced Community Mortgage Program (ECMP) of the Expanded 4PH.
