Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling has ordered the immediate release of all compliant applications for licenses and registrations of socialized housing projects with complete requirements under updated rules within the first 10 working days of 2026.
Secretary Aliling said the directive aims to sustain the positive momentum in the nationwide implementation of President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program and help spur economic activity in the housing and real estate sector this year.
Under the order, Senior Supervising Undersecretary Sharon Faith Paquiz, concerned bureaus, and all DHSUD regional offices were instructed to fast-track the processing of Certificates of Registration and Licenses to Sell (CR/LS) to ensure the continued production and sale of socialized housing projects under the flagship Expanded 4PH Program.
The DHSUD chief, however, stressed that the directive applies only to compliant private developers in accordance with existing laws, rules, and regulations.
He emphasized that only applications with complete requirements will be released within the first 10 working days of 2026.
