From informal settlements to blessed community: 36 Caloocan families receive new homes under Expanded 4PH

The Social Housing Finance Corporation (SHFC), in partnership with the Department of Human Settlements and Urban Development (DHSUD), officially turned over housing units to beneficiary families of Mapalad Ka Homeowners’ Association, Inc. in Caloocan City on June 4 under the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program of President Ferdinand Marcos, Jr.

The turnover of the initial 36 units for the three-story housing development was led by DHSUD Secretary Jose Ramon Aliling and SHFC President and CEO Federico Laxa. It marks another milestone in the government’s continuing efforts to provide safe, decent, and affordable housing to informal settler families (ISFs) through SHFC’s Vertical Enhanced Community Mortgage Program. The beneficiary families previously lived along the waterways of Sta. Monica in Quezon City and Maria Luisa Subdivision in Camarin. 

The housing project forms part of the Expanded 4PH Program, which aims to accelerate the delivery of sustainable and inclusive shelter solutions for low-income Filipino families through various housing modalities.

In his message, Laxa underscored the fulfillment of the community’s long-held dream after nearly two decades of waiting. “Matapos ang 19 years na paglalakbay mula ‘nung umpisahan ito at planuhin ang proyektong ito, mapalad na kayo ngayon. Matagal nang mapalad ang HOA ninyo pero ngayon maisasakatuparan na ang pangarap ninyong magkaroon ng sariling bahay at lupa,” he said.

Aliling and Laxa also inspected the units awarded, ensuring that they are ready for occupancy and meet the standards of quality, safety, and livability. They likewise consulted with the beneficiaries to identify areas where further government assistance is needed.

During the event, Mapalad KA HOA members also signed the Kasulatan ng Restriksyon (KasuRes), a document that outlines the rights, responsibilities, and community rules that residents are expected to uphold to promote order, safety, and harmonious living within the housing development.

Meanwhile, HOA President Princess Benilan expressed gratitude to the national government for helping turn their long-awaited dream into reality, allowing members of the community to finally own homes they can call their own.

“Masayang-masaya po ang mga miyembro ng Mapalad Ka HOA. Mapalad na mapalad po kami kasi po dinala ‘yung simpleng pangarap namin ng Social Housing. Marami pong pinagdaanan ang pangarap na ito, maraming hirap, maraming pagod. Maraming salamat po sa DHSUD, kay Pangulong Bongbong Marcos, at sa Social Housing Finance Corporation,” she said.

Also present during the ceremony were DHSUD Senior Undersecretary Eduardo Robles, Jr., SHFC Executive Vice President Atty. Junefe Payot, and Mega Manila Group Vice President Engr. Elsa Juliana Calimlim. 

The turnover underscores the continued commitment of DHSUD and SHFC to provide secure tenure and improved living conditions for Filipino families, while fostering organized and resilient communities through responsible homeownership and community stewardship
