SHFC approves two new ECMP projects; total beneficiaries exceed 6,600 families

The Social Housing Finance Corporation (SHFC), an attached agency under the Department of Human Settlements and Urban Development (DHSUD), has surpassed 6,600 beneficiary-families nationwide under its Enhanced Community Mortgage Program (ECMP) following the approval of two new housing projects that will benefit more than 360 families in Cebu and Laguna.

The approvals were granted during the February 26 Credit Committee session led by SHFC President and CEO Federico Laxa, covering projects of Dreamland Homeowners’ Association, Inc. (HOAI) in Barangay Tubigan, Biñan City, Laguna, and Bogoville HOAI in Barangay Quiot, Cebu City.

The ECMP forms part of the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program of President Ferdinand Marcos Jr., which is being implemented by the DHSUD under the leadership of Secretary Jose Ramon Aliling.

With these latest approvals, SHFC has now approved a total of 38 ECMP projects across the country, further extending access to secure and affordable housing for low-income families from both the formal and informal sectors.

In the two newly approved projects, the majority of identified beneficiaries are minimum-wage earners, informal workers, and households living below or near the poverty threshold. A significant portion are employed in the informal sector—including tricycle drivers, vendors, construction workers, delivery staff, security personnel, electrician, helper, among others—while others are salaried workers in retail, manufacturing, and service industries earning modest monthly incomes.

“These newly approved projects in Cebu and Laguna reflect SHFC’s firm commitment to provide inclusive and sustainable housing solutions, especially for low-income and informal sector families,” Laxa said. We remain aligned with the vision of President Marcos Jr. to ensure that every Filipino family has access to safe, secure, and affordable shelter.”

On February 16, President Marcos led the awarding of checks for land acquisition and grant to cover the expenses for the processing of documentary stamp tax on mortgage and Certificates of Lot Award for two ECMP communities from Rizal Province. During the same event, President Marcos acknowledged the significant contribution of SHFC in the successful implementation of the Expanded 4PH.

Members of the Credit Committee who evaluated and approved Dreamland and Bogoville HOAs were Executive Vice President Atty. Junefe Payot, Resettlement Services Vice President Bob Flores, Treasury Vice President Jason Yap, at South Luzon Vice President Jimmy Manes.

Also present were Finance and Comptrollership Vice President Dante Anabe, at Title Unitization and Assets Management Vice President Marissa Diestro, and Compliance Officer and Board Secretary Atty. Karoline Abello-Tordecilla.
