Las Piñas-Parañaque Wetland Park Expansion

 

               SENATOR Cynthia Villar is pushing for an expansion of the Las Piñas-Parañaque Wetland Park (LPPWP), a move discussed among eleven bills in a recent Senate session. These bills focus on designating ten areas as protected zones and expanding one area under the Expanded National Integrated Protected Areas System (ENIPAS).


Among the 11 bills, the proposal to expand the LPPWP, also known as the Las Piñas-Parañaque Critical Habitat and Ecotourism Area (LPPCHEA), stands out due to its significant implications for environmental conservation and flood prevention efforts.


The LPPWP, designated as a Critical Habitat in 2007 by presidential proclamation, aims to preserve the survival of numerous threatened bird species. It also serves a crucial function as a natural drainage system, mitigating flooding in densely populated areas like Las Piñas. This wetland park holds global recognition and is listed in the Ramsar wetlands of international importance, highlighting its role in supporting biodiversity and environmental well-being.


Senate Bill No. 1536 seeks to expand the 175-hectare LPPWP. Senator Villar emphasized the urgent need for legislative protection against ongoing threats posed by massive land reclamation projects and mangrove cutting in nearby areas. The proposed expansion would encompass an additional 1,761 hectares.


Senator Koko Pimentel shared Villar’s concerns about the effectiveness of current protection measures, particularly regarding reported enforcement lapses by the Protected Area Management Board (PAMB). He stressed the importance of ensuring compliance with legal requirements to prevent litigation and ensure the adequate protection of designated areas. He expressed his intent to propose amendments to Senate Bill No. 1536, aiming to strengthen enforcement mechanisms and deter infringements on protected areas. Both senators advocate for reassessing the composition of the PAMB to address issues of representation and governance.
